DiffCI Core

DiffCI Core is an open-source engine for understanding software changes and planning less CI work conservatively. It analyzes Git changes, repository dependencies and GitHub Actions structure to determine affected code and tests while falling back to full CI when evidence is insufficient. The project aims to make CI more efficient, transparent and measurable while reducing unnecessary compute. Environmental impact estimates are kept separate from measured compute results.
